Can Not Hard Call Forward Phones To An External Number

Here's the scenario. I have a BCM 450 Release 6 that I am trying to have phones hard call forward to external numbers. Allow redirect is checked on the phones. Doing feature 4 or pressing the call forward button and entering the digits the feature will eventually time out. I can continue entering digits up until the timeout. If I program a phone through element manager to forward no answer to an external number, it will work without a problem. If I program a phone through element manager to forward all to an external number,it will work fine. You can go to the phone and see that it is forwarded. You can also cancel the forward on the phone. If you try to forward again at the phone, you get the same feature timeout. So it looks like the forwarding is working, but cannot forward directly from the phones. Any ideas would be greatly appreciated.

It's a bit of an odd one. I'm guessing that the system is fully up to dat with the patches?. Are the outgoing calls on the same route as the incoming?.

Are there any sort of restriction in place on the extension sets?. This might explain why you can enter it in via Element Manager.
