Can not enable Norton Protection

I had to reinstall Norton Internet Security (NIS) 2003. Norton Antivirus is part of that suite. Norton Protection (NP) is part of Norton Antivirus and protects the Recycle Bin. I have Windows XP Professional fully updated. I followed the recomendations by Symantec on uninstalling then reinstalling NIS. I noticed that NP was not enabled. It would not allow me to enable it (see Doc# 199733115529) on the Symantec support page - it describes my issue). I throughly searched the support section on the Symantec site with no success. I dug deeper and found that the Norton Unerase Protection service was set to automatic but it would not start unless I either restarted the service or I doubled clicked the nprotect exe file. When I would reboot, the same problem would result. I have uninstalled and reinstalled NIS several times and the problem still exsists. Suggestions?
 
The trick is to run a full uninstall of NIS, which isnt just done bu using the uninstaller follow these steps

1) Uninstall NIS as normal using either the uninstaller or add/remove programs

2) Download the following utilities rnav2003.exe and RNIS from the symantec website

3) Reboot PC

4) Run RNAV2003

5) Reboot PC

6) Run RNIS

7) Reboot PC

8) Reinstall NIS2003

Thanks for the follow-up. Unfortunately, after following all your instructions, Norton protection still does not work until I restart the service. Any other suggestions?
