can not create user directory error-- but user directory is created

Using SCO openserver 5.6

I am creating users in scoadmin and when I finish with the password and hit OK I get an error saying that the user directory could not be created. But the user is created in the list of users, and when I go into the /usr directory the user's directory is created. And that user can login. So it seems to be an false error. But it worries me that it keeps happening. Also if I reboot, I can enter one or two users before I start getting this error again.
 
Just a guess..

It cannot create a directory that already exists. What I mean is, are you having the users home directory be one that was already established, like a common home directory for a set of users?
