Can not call a particular Area code, Merlin Legend

I have a customer w/ Merlin Legend R7. They recently went from having inbound calls coming in on PRI (pool 891) and all outbound calls going out over POTS lines (pool 70) TO all calls going out over a new PRI that is pool 70.

The customer called the other day stating they cannot call a specific area code (815)which is a Chicago area code.

This is on all phones. There are no restrictions on this in the disallow lists. The phones are not restricted from making LD calls. The caller gets a wave off tone from the phone system- so it is the system rejecting the call, not the provider. I tried creating a new ARS table (table 1) with 815 added to the list using pool 70 to call out. Still the same thing. The phones have access to pool 70, they can call any other number except calls w/ this area code. Crazy problem, but I am looking for ideas.

I would get the T1/PRI provider to monitor their side of the switch - to see what is comming across when the customer dials an 815 area code number - and whether they see something different when they dial a different long distance area code. It doesn't sound like a programming issue.
