Can not authenticate into Subversion SVN over network

I have a remote server that acts as a code repository. It is powered by Apache and runs on port :8080 on a windows web server.

I can access this machine from anywhere and sync up code, but from my work machine I can not authenticate (though I can browse the repo).

I think my work might have blocked port 8080 but would I still be able to see it? I'm a programmer not a network or IT guy... I need some help!

You can probably see the repos through port 8080 because that's what Apache is being served on. It's been a while since I set up svn but I needed to open port 3690. If I had to guess that would be it.
