Can not access http://licensing.microsoft.com from inside the company

Can anyone tell me what's the probable porblem? The proxy server or the firewall?
I still can not access using the IP address on the URL.

Sounds like a proxy server problem to me. Especially if you can get to other port 80 HTTP sites.

sorry for not giving enough infos. Actually, this is the only url that I can't access from inside the company. Ping and traceroute is not working since I believe
microsoft disabled ICMP to this location. Nslookup is also working and I can resolve licensing.microsoft.com ok. The error when my browser times out is:

Server internal error: 500

Had checked the filters on the proxy but can not find anything that might restrict this site. I've also removed caching of this site on the proxy server.
