Can not Access BCM 400 3.7

Hello I am having a problem with a BCM 400 running 3.7 software. The BCM was in trouble and all the lights were flashing so we changed out the hard drive and that stabilized the system... The problem now is that LAN 1 & 2 along with the serial port are inaccessible. When we ping LAN 1 we get server unreachable LAN 2 pings ok.. But cannot telnet or bring up the GUI interface. So we also changed the mother board just in case of the leaky capacitor problem. I have accessed tons of BCM and never had this problem before and now I'm stuck with customer orders to make programming changes but cant.. Please if anybody can help it would be greatly appreciated..

Boot up and listen to the beep codes. Could be a bad power supply.
