Can nondomain computers be blocked from DHCP

I would like to know if any one knows how or if a third party addon exist the would allow only reserved IP or domain member to recieve an IP from DHCP.

You sure can, create a pool containing only as many addresses as you need for all your hosts. That's it.
Any additional systems would have to be configured manualy.
