Can no longer create users

I installed Mercury Mail on a customer's server and created a group of user accounts - all done via terminal sessions. Ran some tests and the system was working for internal e-mail. Now the customer wants to add more accounts, but I can't add them. When I go through the motions of setting up another user, all appears to be well, but there's no new user when I finish. No errors, no messages, and no account.

This is the latest version of MM, running on Windows 2000 Server SP3. The network is 100BaseT, TCP/IP. The server is a Dell rack-mount. I'm logged in as the same user as before, and it's an account that belongs to the Domain Admin global group.

Any ideas about what's wrong?
