Can Master Categories Be Set Up in an Outlook Public Folder Calendar?

I want to set up a public office calendar in our Microsoft Outlook to display pre-created categories that display when a user goes to categorize a calendar item on the shared office calendar. I know that you can customize the calendar color labels that all users will see but is it possible to set up shared categories as well that the users will see in the public calendar master category list?
 
Yes, but it's a bit of a pain.

Custom categories live in the registry.

To distribute custom categories you need to edit the registry of every user of the calendar.
