CAN MAKE ALL EXT CALL TO OPERATOR ONLY?

I HAVE 1800 EXT ANALOG AND DIGITAL NEED ONLY CALL TO 9 THE OPRETOR AND THY CAN NOT CALL TO GITHAR OR TAK TRANK LIN;

HOW I MAKE THAT IF I CAN FROM TRAFFIC MATRIX?

Can make all EXT call to Operator only? i have 1800 EXT analog and digital need only call to operator "9" and thy can not call together or trunk line.
how i make that?
 
you would like to block all your extension making external calls? and they should call only operator?

We need to see EXCCP:CAT=ALL: as well to check the CAT, CD number is in day/night TRAF of CAT, which is related to TCMAP for extension and route. Pls send EXCCP print, TCMAP does not show CAT number.

Set up with EXCCS new CAT 18 with TRAF xx1111xx, and NACDS:NUM=9,CDCAT=11;

Put extensions in CAT 18, then they can only dial 9 for operator. Operators are TRAF=15 so they can call any number and do not look at CDCAT.

Also
TCMAS:A=11,B=11,CON=ALL;
TCMAS:B=11,A=11,CON=ALL;

You also need to NACDS in your emergency number so extensions can call emergency services at all times in case of workers in emergency where no operator is available.
