Can LOCK down be achieved through registry?

i am trying to 'lock down' a XP standalone users desktop so that they can only access email(outlook) and certain webpages - can this be done through the registry? or is their a program that can do this? i dont want them to be able to surf freely on the net or use other aspects of the machine.

Two ways:

l. A false proxy.

The first can be done through the registry the second cannot.
