Can I write my own plugin?

Could someone tell me how I could get started on writing my own plugin?

Can I use Visual Basic and end up with a plugin with the well-known extension "8bf" ?

I've seen software so you can create your own plug-ins but I can't remember where I saw it. Try doing a search over at Google using "Creating PhotoShop Plugins" and you'll probably find something. I doubt it's done in VB though but I could be wrong.
 
There's a program called Filter Factory. Don't know if it works with 6.0 and I don't know if it's any better than the Custom Filter that comes with PS, but it exists.
 
It looks like I have to go surfing as Mithrilhall suggested.
Very interesting this Filter Factory. Have to check it out.
