Can i use windows user dialog?

Hi,friend
I want to manage user in MTS role programmatically.I know the user must be a domain account but i cannot use the standard windows domain user dialog neither in NT nor win9x.Can anybody show me the way to use the dialog?

Any help are appreciated!
