Can I use Outlook to send emails to LAN users?

Can I use Outlook to send emails to LAN users without being connected to the internet? I'd like to avoid setting up Internet e-mail accounts with my ESP for a number of our in-house users considering the additional cost involved.
 
You have to have an e-mail server of some sort to host your mail accoutns. It will either be your ISP's or one you set up and maintain. It does not have to be Exchange. Outlook will work with many others. The product mobyduck mentioned looks like a good option.

If you still have a Win98 machine kicking around you can even use the old MS Mail Postoffice.
