Can I use CISCO 827 for VPN server?

Hi, I need to make a VPN with 5 offices around Spain via ADSL. I know that cisco 827 can handle VPN, but, will I need a VPN server like cisco 3000 to handle all?, or will I be able to use some kind of software with windows 2000 server to be the VPN server? Or can I use router 827 to be the server?.
I know that 7100 and 1700 routers and PIX 515 can be VPN servers.

You can create GRE tunnels in the default feature set. Just go to config, interface t0, give it a tunnel source ip address (the dialer ip works fine), a destination ip address (the partner's dialer's ip address), then go to general config and create a route to go to the inside IP range at the other end and specify tunnel 0 as the port. do the same thing in reverse on the other router and you've got a VPN. If you need additional meshing, just create tunnels 1,2,3,4 for each additional pair of sites.
