can I use an oracle .dmp file without oracle?

I want to be able to open the dmp file as a csv or excel file, and maybe even import it into MS SQL or Access.

We don't have Oracle. We received the file from our web host. And I need to access the data so I can begin a redesign of our website. Surely there are some free utilities out there that will allow me to do this right?

You could always install Personal Oracle or Oracle Enterprise (free download from Oracles site), import the DMP file then write your own queries to create the csv data....
