Can I use a Windows 2K server as a BDC in a NT4 domain?

No.

To make 2K a controller one would need to run dcpromo. In doing that, begins the process of starting a windows 2000 domain. 2K can only be a member server in an NT domain.

Fair enough. what would be the implications of doing this? I'm not ready to roll out AD yet, but I only have a PDC, so I'd like some form of backup but I don't want to implement another NT4 controller if I can help it.
 
Implications of doing what?

Either promote to a 2K domain and have 2 DC's. Or install NT on the 2K machine and run it as a BDC. You don't have many options.
