Can I send an Outlook message from Borland

I would like to write a C++ program the purpose of which is to send an email from a shared Outlook mailbox - to a specific list of people (which may change) but the contents of the email will remain static.

Could someone suggest how I could do this.

PS Also how to test it at home without Exchange!!?!?
