Can i run a VB program with a RUN command

I wonder if it is posible to run a VB program from a run command like RUN("vbprogram.exe").

No, RUN statement is to call another map (as documented), check the docs for the EXIT function.
You could also use the batch adapter to call a batch file to call the VB program.
