Can I pass a filename as a param to a program?

I use a convert.exe program to import a csv file
from excel to a tps file. That works fine
but only on a hard coded filename.
I know how to select a dos filename in clarion,
but I am having trouble figuring out how to pass
the user selected filename to the convert.exe
program from within the main clarion app.
The main app calls convert.exe.

Yes, provided that the passed file has a known structure. Check the COMMAND() function
 
I am not sure if you are seeking for this answer but maybe you should try:

run('convert x:\xxx\filename.xxx')

assuming that dolder where convert.exe is stored is ni the path
