Can I Open Someone Else's Inbox on Domain?

I do not have an exchange server, but I need to view the inbox of one of my domain users. Is there a way for me to do this?

There is an option in outlook to open additional mailboxes bt I think you have to be a delegate of it.

Yes you do have to be given deligatcy of a mailbox inorder to open it. If you are a delegate of a mailbox you can also add it as a complete inbox so you can constantly view incomming emails to that person and it will duplicate to them if they are using mailbox, for monitoring purposes.
