I have a system that we are returning to our IT vendor.
It must remain in tact in the sense that I can't swap out my hard drives.
I have a new system that's running windows xp and I need to minimize the amount of time it takes me to get this new system up and running.
is there a way to move essentially everything from one system over to the new system? I tried to restore a back of the old system to the new system but I believe that corrupted the install because now the system will not boot.

I would hate to have to reinstall all of my programs, 1- because of the time involved and 2- because I'm not familiar with some of the programs and wouldn't know where to start in terms of configuring.

You could try something like AlohaBob. I've never used it but heard good things.

If you restore a backup (along with the system state!) to different PC, normally this would result in a BSOD due to the different hardware and system level drivers.

HOWEVER!!!

If you follow the proceedure at the following web site (and I mean follow it!) you will probably be successful. While this speaks to a scenario where you had to replace the motherboard in a system, that is, in effect, what you are doing by moving the O/S and apps to a different system.

I have done this several times and it has always worked.

Good luck, and let us know how it works out.
