can i make access stand alone app. that use excel solver?

if i need to use excel solver in my access application and distribute it with office for developer in other computer that haven't excel program
can i do it ?

see if Microsoft has an Excel Run time version this sould allow Developers to use the solver but not change anthing related to excel.
