Can I lock the toolbars in Outlook?

This solution is posted on a private forum, it may be worth a try.
"Locate the file Outcmd.dat
Rename it to something else with outlook closed.
Outlook will recreate it when it opens with default view.
It stores any custom changes you make to your toolbar options".
If it works you might look at doing something with the Access Permissions or Properties of that file so that it can't be changed?
