Can I install Active Directory on Win XP?

Hi All,
I need to be able to give a user access to Active Directory Users and Computers. I thought there was a way to install Active Directory on his XP PC and he can manage it from there. I know that I can make him logon to the server remotely using RDP, but I don't want to make him part of the Admin group. I just want to deligate to him the ability to creat new users. this is actually another question; can I make him able to add new users without changing himself to be part of the adim gruop? thanks in advance
 
You can download the Active Directory management pack here...
Even easier, you can do a search of your system drive on your domain controller for "Adminpak.msi". Copy this file to your XP PC and install from there. This will let you remotely administer Active Directory

You can grant access in Active Directory to create users only, by running the "Delegation of Control" Wizard. here's how...

 
If you're going to install the adminpak.msi like Dublin73 suggests use this command so only "Active Directory Users and Computers" gets installed and not all the rest of the management tools.

msiexec /i adminpak.msi ADDLOCAL=FeADTools /qb
