Once a port has had an application "bind" to it, that port cannot be used (be "bound to") by another application until the application that is using it is finished/closed.
Not sure if this is what your looking for,
I assume you want to monitor a TCP/IP Port!
I did a quick search on Google, for...
Monitor TCP/IP Ports, Monitor TCP/IP Port Buffers
If this isn't what your looking for, try searching the web using my search strings above, modify them to return different sites... I saw plenty of links regarding to Port Buffers.
I know with serial/parallel ports you can use the InBufferCount and InBufferSize, to detect data. I would think TCP/IP ports would be similiar.
