I have a customer with two 206 rel. 4.1 in a 2 card carrier he needs to add an additional 4 lines. I suspect these are plain partner cards.

Can I reuse these in a 5 slot carrier with a primary processor module and a 400 card?

I dunno what you mean by "plain" Partner cards. But if you're asking whether older cards will fit into a newer 5-Slot backplane, the answer is YES.

I mean by plain that there is no processor card at all only 2 206 cards a 2 slot carrier and thats it for a 4X6 system.

We have a 5 slot carrier kicking around with a processor module and I was wondering if the 206's would just drop in and play nice.

What I'm gathering is that much of the partner stuff is reverse compatible with the first issue stuff?
 
you need to add a processor , any will do , partner , partner plus or partner two would be cheap but why not just use a ACS and the existing two 206s rather than the 400
