I have a customer with a MICS 6.1, and Callpilot 150. His main trunks are in the 2 cards in the core unit. There is a trunk module with one LS trunk cart which handles private lines. He wants caller-id on the PLs. Can I power down the TM, take out the LS card and move it over to the next empty slot, and install a CLID cart and repower the TM without causing a system reset??

Not a problem, might take several minutes 5-15 minutes for the card to initialize.

should not have a problem but if in doubt backup backup backup

If swapping cards in KSU then you must power down the system. If you are just moving cards around in TM's then you don't even have to power down.

The answer is YES.
no problem.just power down the TM.
like Ironhorse said it might take a few minutes to come back up
but probably not more than 5 , which seems like a long time when you are waiting.
