The "memory.dmp" file can be deleted. It is a file created for the Microsoft enginers to analize when your system crashes. The same can be said for the "user.dmp" file. Both will recreate themselves as needed if the system crashes again.
If you have these files it is not a good thing it meand that the system has had a severe crash in the past and should be looked into.
You can not and should not delete the pagefile.sys file.
It is a key system file used to manage the systems virtual memory. It can be modified but it is not recomended.
The size of the pagefile is dependent on the amount of physical ram in the system. Size of ram x 10% is a rough minimum.
You can modify this setting by right clicking on "My Computer" click on properties, and choose the "Performance" tab. Go to the "Virtual Memory" field and click on the "Change" button.
Size can then be modified here. But I would suggest leaving the default settings as they are.
