Can I Create New Front Page Themes?

I know FP comes with themes. I also know I can modify them and save them out as new themes. But, can I create new themes from scratch? None of the "template" themes match the layout I want to use, so I'm trying to create a new one.

If it can be done, any ideas on how to find out?
