I have a compaq dl580, I don't want to use the scsi drive, I want to use a EIDE and load windows on, is that possible ?

Compaq/HP do not support IDE/EIDE disks in their servers. The CD-ROM channel is IDE and in theory you could put an IDE disk onto it, but the chances of it working are slim but not impossible. You just might have issues booting off it.

If I buy an ide pci card will that work ?

You might not be able to boot off it due to the option not being there in the System Partition on the server.
