Can I change color of border created with brush library? 1

I've created a certificate border using one of the ornate borders in the brush library. But I don't like the color -- it's a dark green. I want a dark blue. Can I change the color? If so, how?

...double click the brush and change the colorization method at the bottom of dialog...

...tints and shades will probably suffice...

I'm still not getting it.

I changed to tints and shades. My stroke color is the blue that I want but what tool do I use then to make border appear in blue?
