Can I avoid nested tables in this page? (screenshot attached)

Hi Guys. Am struggling to find a way to eliminate nesting tables due to this line on my page.

Page Layout

As you can see there is a Blue Line Running along the left side of the page. Just for this line I have to nest all the remaining tables within the top most table causing performance issues. I would rather have separate tables for each level. Is there anyway I can get this same layout without nesting?

2 things come to mind right away... place the blue line in a <div> tag or use the blue line as a background image. I'm sure there are other possibilities but maybe this will help to inspire you somehow.

There's always a better way. The fun is trying to find it!
