'Can Grow' formula in header

Have two memo/text fields in the 'header' section of a report. They are stacked vertically and each has the Can Grow option checked. The first vertical field is growing vertically when it prints if needed. However it is overlaying the second memo/text field which seems to printing in a fixed position rather than printing after the memo field above it has completed.
Make sense ?

For example: where Text fld 1 has value "A" and text field 2 has value "B"

AAAAAAAAAAAAAAAAAAAAAAAAAAAAAA
AAAAAAAAAAAAAAAAAAAAAAAAAAAAAA
BBBBBBBBBBBBBBBBBBBBBBBBBBBBBBB
AAAAAAAAAAAAAAAAAAAAAAAAAAAAAA
AAAAAAAAAAAAAAAAAAAAAAAAAAAAAA
 
I would either:
1) Create a text object, drag in the first field, enter a new line in the text object, then put in the second field.

Or

2) Create an additional header (e.g. if this is the Report Header, Format > Section > highlight Report Header > click 'Insert', which would give you ReportHeaderA and ReportHeaderB), and place the second memo field in the 'B' section.
