Can grow / can shrink troubles

I have a section that needs to be set to can grow. When 'Can Grow' is set to yes an increased, and unneeded, space is creating between rows. I have 'Can shrink' also set to yes thinking that if it doesnt need to grow it won't and there wont be this spacing.

But that is not working. If I put 'Can grow' to no the spacing is gone. But like I said I need it to be set to can grow.

Any thoughts?

I would display borders around all of the controls to determine what might be causing the section to grow.
