Can get release/renew an IP, cannot route

Please advise:
OS: Windows 2000
Using Cable modem connected via NIC. NIC appears to be functional, but I don't have another computer to set up an LAN and test back and forth.
The NIC can release and renew and obtain an IP address. Have verified with the cable provider that it is the correct IP address. Cable provider cannot ping me, I cannot ping out. No firewall.
Tried reinstalling TCP/IP stack, no luck
About to extract icmp.dll to see if that helps, but if anyone has any other advice, please advise. Thanks!

Do you have any firewall software installed (possibly as part of a 'protection suite' like Norton or McAfee) without knowing it? If you do, then make sure that it is set to NOT block the ICMP protocol in or out.

Also, try using your web browser to connect to an Internet site to see if you have Internet connectivity. This could be a possibility, even if ping won't work.

As posted above, no firewall. The firewall on the computer has been removed using the proper uninstall utility and then, to repair any damage that may have been done to the TCP/IP stack by a cruddy firewall, the TCP/IP stack was reinstalled fresh. NIC drivers have been ripped and reinstalled fresh, as well. And as for the "check the browster," et cetera - been there, done that. I check at least three sites before I resort to ping tests... (because even if I can ping, if the winsocks are bad, I won't be able to browse -- browser will check both.)

Mainly looking for advice on any other files I should be extracting. Something is corrupt here, and I'd like to -learn- what it is, rather than trashing and reinstalling the OS.

Dealt with the ISP in length, as well, They are having no known routing issues.

I can ping the loopback address.

Who is your ISP? I have ATT and when first installing had about the same problem. It ended up that I had to set the NIC connected to the DSL router to use the DNS Server address that I found using IPCONFIG. Then, I also had to add a DNS server suffix to the DNS registration page. Otherwise, you can't use friendly names to ping and also can't get on the Internet.

Another option: Re-install the firewall software, go into the page for blocking, and set all ports not to be blocked. If this works and allows you to ping out, leave it as is or un-install the software.

Well ... After dealing AGAIN with the ISP, I got to talk to someone in the NOC. They gave me a new computer IP address, which I released, renewed, and ... bwah ... It was their problem all along.
