Can filled in forms be saved without full Acrobat?

I have had several co-workers tell me they cannot save what they filled in on the Intranet pdf files. I think with Adobe Reader they can only fill in the form and then print it. Do you need the entire Adobe Acrobat to save a form that is filled in? Thanks.
