can Crystal Reports create Japanese TIFF from Oracle?

Is there any way to create a TIFF file showing Japanese double-byte characters from my Oracle database using Crystal Reports.
I have Oracle Reports 6i but that cannot seem to handle double-byte characters or output to TIFF?

I could probably get a batch PS/PDF-TIFF convertor but would prefer to create a TIFF directly from my report program.
