I friend of mine has a problem I have never seen before. He has a standard dial-up connection. He can connect to his service. However, even though the connection is shown in the system tray with a reasonable connection speed, it is still as if he isn't connected. He can't get to any web sites at all. I even tried using "ping" and "tracert" and nothing happens. He was surfing fine a couple of months ago and then he had to perform a system restore. I downloaded all of the instructions from his ISP and followed them exactly. He had no luck. He bought a new modem, still no luck. I even considered the possiblity of bad phone lines, so I took my system there and tried it. I had no problems. I am at a complete loss. Any suggestions?
He is using a Pentium III with Win98(not sure if it is SE).
Since he recently did a system restore, he probable has an older version of IE. Again I don't believe IE is the problem since that wouldn't effect "ping".
Any suggestions are greatly appreciated.
