Can Cell Phone Participate in ACD

We have a mobile user and we want them to be part of an ACD group. I have there extension setup and forwarded to there cell phone but did not enable ACD. Is there a way to set this up so that they can participate in ACD? We do not want to purchase the soft phone option for one user.
