Can anyone tell me how to encode the Turkish fonts into a website?

I need to be able to use the Turkish character set in a website designed for a Turkish audience. I've tried adding <meta http-equiv="Content-Type" content="text/html; charset=iso-8859-9"> to the head section but that does not seem to do anything. I can use the unicode characters such as &#351; to make the squiggly s ( [&#351;] ). Any help will be greatly appreciated.
 

I'm not quite sure I understand what exactly it is that you are unable to achieve.

You want to be able to use Turkish characters, and you've shown that &#351; will given the desired result... And for me, it works too - whether or not the META information is in place.

Can you explain what it is that doesn't work for you?

That's fair enough. Yes, the unicode characters do display properly, but my concern is that the search engines will not be able to read these characters and therefore the page will be 'invisible' to the search engines. This is most important, that potential customers in Turkey can find our website when searching using the special characters. I don't know enough about the different character sets to know if the unicode is SE friendly or not.
