Can anyone recommend a QUIET inexpensive CPU fan? 2

Generally speaking, the larger the fan, the quieter it is going to be.

That said, you must also consider how much space you have, if you're going to bump into any of your expansion cards, etc.

But, something like this could work for you...

One thing to keep in mind is not just the fan but the heat sink. A two-part type is best, where copper makes contact with the CPU (copper absorbs heat quickly), with an aluminum fin on top that the fan attaches to (aluminum dissipates heat quickly). The two part maximizes heat transfer, as copper is not good at dissipating the heat. The fan just moves it away from the metal parts.
