My customer option max for agents is 208 and system capacity, well its an s8710 CM 2.2
I can't be max out at agent licenses. We are a non-eas shop and I only have a total of 175 "stations/logins" in my hunt groups.

If you do "display capacity" and check page 5 you should be able to check your current logged in ACD agents. This should determine if this is indeed the problem.
