I've recently experienced a couple of power cuts where my home server has effectively been switched off. I realise that I can protect my PC from short outages and get tidy shutdowns with a UPS, but do any UPS have the facility to restart an attached device when power is restored?

This is really dependant on the server hardware not the UPS. If the server's bios has this capability [or not], it will do this wether there's a UPS involved or not.

Almost all UPS have communications capabilities; but you can check that with the vendor at the time of purchasing.
