Can an out port be set to hi-Z

I am looking at some old code for an Actel 1280 and see that the author defined a port as an output but then treated it in the code as if it was an inout (never reading it). I have never seen this done before. Is this acceptable? I think it equates to an enabled output buffer. Second question, how would the older generation tools synthesize this?
