Can an IP Routing Loop Bring the Publisher Down?

We had an incident a few days ago were for a few short minutes ringing calls could not be answered and answered calls could not be placed on hold or released. Some calls in progress also complained of lost audio.

Coincidentally around this same time one of our techs was working on a call routing issue and for a period of about 3 or 4 minutes had inadvertently created an IP routing loop between one of the gateways and the Publisher.

I'm thinking this routing loop may have created a network storm and been the cause of the symptoms described in my first paragraph.

What are other's thoughts?

Absolutely can routing issues create the behavior you described.
