Can an IDE Server use SCSI by simply adding a SCSI card?

Hi Gang,
I'm still new to technology and had a question.
We have a server inhouse and it uses IDE disk drives, and I have a coworker who believes that we can connect a scsi tape drive to the system by simply installing a scsi card/adapter into one of the PCI slots.

Software & drivers aside is it really that easy to implement an external scsi device?
