Can an extension live in two places??

Working with an S8500.

I am trying to drop an extension on a phone for a new person moving into the cube. When I try to drop the extension (118), I get the error tone. I cannot drop the extension, or pick up a new one. There is an extension active on the phone now, and the really weird thing is that the same extension is active in another office. When I try to drop the extension from that other phone, I get as far as 118 + 6406 to drop it, and when I enter the extension to drop it, it gives me half of the confirmation dial tone, then a busy signal, and the extension is still active on the phone. I didn't know that an extension can live in two places, but it is in this case, and cannot be dropped from either.
 
It's probably a bridged appearence. Use the command "list usage extension 118" to confirm.

It is a bridged appearance. All of the call appearances were removed. Now that that is figured out, when added the call appearances, and try to drop the extension from that phone, it gives me half of the confirmation dial tone, and then a busy signal, and won't let me drop the extension.

Any ideas about that?

I am a little confused by your term "drop" an extension. But I have seen problems TTI'ing phones when ASA had a change station screen open for the extension.
