Can an E-mail sent from BOE based on results from a report

We are implemetning BOE to deliver scheduled reports by E-mail. Rather than always sending the full report, is here a way to send an e-mail if an exceptional condition occurs only ?
For example there is a report checking for deliverieds not invoiced. Is it possible to dispatch report only if it has some results, or some other way to notify exceptions only.

Is there a third party tool which can do this ? Or through programming in .NET , accessing CR through API ?

With my "Visual CUT" software, you would:
1. Create a report that, using a Record Selection formula or a WHERE clause in a SQL Command, returns only exception records.

2. Use a -e instead of -E flag in the command line used to trigger scheduled processing of the report. The -e indicates that exporting/emailing/printing should be aborted if zero records were selected.
